These figures are for planning in 2026. They are not binding, and the ESA's own inspection fees, which are set by the Electrical Safety Authority and change over time, are itemised on the quote rather than guessed at here.
What pushes a Waterloo electrical quote up
The age of the house. The biggest hidden factor. A circuit that takes an hour to fish through a Laurelwood attic can take half a day through a plaster-and-lath uptown ceiling with insulation and knob-and-tube in it. Older houses also tend to have grounding problems and panels that need work before anything can be added.
What the panel can take. A full panel or an undersized service turns a small job into a bigger one. This is why the load calculation is done first; it is the difference between a charger circuit and a charger circuit plus a service upgrade.
The utility. Any job that changes the service — the mast, the meter base, the amperage — involves the local utility disconnecting and reconnecting, and that adds coordination and sometimes a utility charge that the contractor passes through.
Run length and route. A charger on the far side of the house from the panel, an outbuilding on a rural property, a subpanel three floors from the service: the cable, the conduit and the time all scale with distance.
Finished spaces. Fishing cable through a finished basement ceiling or a tiled wall is slower than through open joists, and any openings have to be patched.
What is found. Splices without boxes, a ground that goes to a plastic pipe, a panel with the wrong breakers. In an older house these are common and they get fixed, because ESA will not pass the work otherwise.
What brings a quote down
Doing related work together. A panel change plus aluminum re-termination plus pot lights in one visit costs less than three visits, because the panel is open and the ESA notification covers all of it.
A renovation with the walls open. If you are already gutting a kitchen or a basement, rewiring that area is a fraction of what it costs with the walls closed. Tell the contractor what else is planned.
Choosing the right fix. Aluminum remediation instead of a copper rewire. A subpanel or load management instead of a service upgrade where the calculation supports it. A partial knob-and-tube replacement where the rest is already dead. The assessment exists to find these.
Access. A clear path to the panel, an attic hatch that opens, and a basement ceiling that is not finished all save time on the day.
How to compare electrical quotes
- Is the contractor an ECRA/ESA Licensed Electrical Contractor? Ask for the licence number and check it with ESA. Anyone doing electrical work for hire in Ontario must have one.
- Is the ESA notification included, and who files it? It should be the contractor, under their own licence, not you.
- Is the scope broken out line by line? A single number cannot be compared to anything.
- Is there a load calculation for anything that adds a large load?
- Is the utility coordination included for a service change?
- Who patches the openings, and is it in the price?
- Proof of liability insurance and WSIB coverage. Ask everyone, including us.

It has the widest spread of anything here because it depends entirely on how much is live. An assessment with a written report is a few hundred dollars. One floor of a plaster house is often in the $5,000 to $14,000 range; a whole two-storey house with the panel is commonly $15,000 to $35,000. If a renovation is opening the walls anyway, it is far less.
Do these ranges include the ESA fees?
The contractor's work to file the notification is included. The Electrical Safety Authority's own inspection fees are set by ESA, vary by job type and change over time, so they are itemised on your quote rather than folded into a range here. HST is separate.
Why does the same job cost more in an older house?
Because more of the work is getting cable to where it needs to go. Plaster and lath, insulation over knob-and-tube, no attic access, grounding that has to be corrected and panels that have to be brought up before anything can be added all take time that a 2005 house in Laurelwood does not.
